Delegation of Authority--Transfers of Operating Funds
Section 100.4(o) of the Standing Orders of The Regents authorizes the President to approve transfers of University operating funds, subject to any limitations which might be imposed by the terms of said funds, provided (1) that no such transfer shall result in the establishment of a new policy, program, or project involving a continuing commitment, and (2) that no transfer shall be made from a reserve fund for a purpose other than that for which the reserve fund was established.
Effective July 1, 1985, you are authorized to approve transfers of University operating funds under your jurisdiction, including temporary transfers between location control points of such funds appropriated for programs under your jurisdiction, subject to the limitations of Section 100.4(o) and subject also to instructions issued by the Vice President--Budget and University Relations and those published in the Planning and Budget Manual concerning the operating budget.
This supersedes my letter of December 4, 1984 to you on this same subject. Any redelegation of this authority shall be in writing with copies to the Vice President--Budget and University Relations and the Director--Coordination and Review.
