Delegation of Authority--Appointment of Executive Architects, Executive Landscape Architects and Executive and Consulting Engineers

Section 100.4(y) of the Standing Orders of The Regents provides as follows:

100.4 Duties of the President of the University.

(y) The President is authorized to appoint and to execute necessary agreements with executive architects, executive landscape architects, and executive and consulting engineers for approved projects.

Effective immediately, the authority to appoint executive architects, executive landscape architects, and executive and consulting engineers for approved projects with a total individual project cost in excess of $5,000,000 is delegated to the Senior Vice President--Business and Finance. Redelegation of the above authority shall be in writing with copies to the Special Assistant--Coordination and Review, the General Counsel and Vice President for Legal Affairs, and the Secretary of The Regents.

Effective immediately in their respective areas of responsibility, Chancellors, the Director of the Lawrence Berkeley National Laboratory, and the Vice President--Agriculture and Natural Resources are delegated the authority to appoint executive architects, executive landscape architects, and executive and consulting engineers, for approved projects with a total individual project cost not exceeding $5,000,000. Following approval at the appropriate level, Chancellors, the Director of the Lawrence Berkeley National Laboratory, and the Vice President--Agriculture and Natural Resources are authorized to execute necessary agreements, regardless of project cost. Information pertaining to the selection of these architects and their basic services fees for all major capital projects will be collected as part of the annual Major Capital Project Implementation Report submittal. Any redelegation of these authorities shall be in writing with copies to the Senior Vice President--Business and Finance, the Special Assistant--Coordination & Review, the General Counsel and Vice President for Legal Affairs, and the Secretary of The Regents.

The foregoing delegations of authority are applicable to all projects on property owned by The Regents or on property which will be owned by The Regents upon completion of the project, including campus inclusion land. Total individual project cost shall be defined as all the costs of the project including administrative, design, construction, interest, and equipment costs. Executive and consulting engineers shall include structural, civil, mechanical, and electrical engineers.

This delegation supersedes the August 25, 1993, delegation of authority to Chancellors, the Director--Lawrence Berkeley Laboratory (now Lawrence Berkeley National Laboratory), the Senior Vice President--Business and Finance, and the Vice President--Agriculture and Natural Resources on this same subject (DA 1098).
