Delegation of Authority--Health Service Fees for Summer Session Students
By memorandum of December 15, 1971 (copy attached), I delegated to you the authority to determine whether health service fees for summer session students shall be mandatory or optional on your respective campuses. On May 9, 1972, I notified you of my intention to modify the last sentence of that delegation and invited your comments (copy also attached). In light of the comments received, the delegation is now revised, as follows:
You are authorized to determine whether health service fees for summer session students shall be mandatory or optional.
In the event you decide to make the fees optional, there should be documentation (e.g., waivers signed by the students) to establish that those students who do not elect health service coverage at the time of registration have been informed that they will not have coverage during the summer session. Also, it should be understood that, on each campus, student health service fees for summer sessions, whether their payment is mandatory or optional, must be set at a level which assures that the operation of the Student Health Service during the summer depends on minimal support from students registered during regular academic quarters, the level of this support not to exceed the estimated costs which would be incurred if the Student Health Service offered no health care whatever to summer students.
