Delegation of Authority--Commitments and Expenditures Against the Following Year's Departmental Budget
Section 100.4(p) of the Standing Orders of The Regents states:
(p) The President is authorized to approve the incurring of commitments and expenditures against the following year's budget in advance of the effective date thereof. Advance commitments for expenditure for materials, services, and equipment shall not exceed fifty percent of the Governor's budget proposal to the Legislature for such purposes for the ensuing fiscal year. Advance commitments for appointments shall not exceed the number of positions and the funds provided in the Governor's budget proposal to the Legislature for the ensuing fiscal year. The number of such advance commitments authorized shall be determined annually by the President.
Effective immediately, you are delegated such authority for budgets under your jurisdiction, provided (a) that such commitments and expenditures are not incurred earlier than April 1 of a current fiscal year against the next succeeding fiscal year's funds, (b) that services for which commitments are made are specified for performance on or after July 1 of the succeeding fiscal year, (c) that materials, supplies, and equipment for which expenditures are made prior to June 30 must be for use in the succeeding fiscal year, and (d) that commitments and expenditures are held to the minimum considered necessary for the operations of the departments.
Any redelegation of the above authority shall be in writing with a copy furnished to the Director--Coordination and Review.
This supersedes the letter from President Kerr on this same subject to Chancellors and University-wide Administrative Officers dated March 21, 1966.
